Xavier is a dynamic, results-oriented leader with a track record of guiding organizations through growth and transformation. At the U.S. Department of State, he served in executive advisory roles influencing enterprise strategy and modernization. His broader career spans work with small and medium-sized businesses, nonprofits, Fortune 500 firms such as Dell, and global organizations like National Geographic — experience that gives him a practical perspective on how diverse organizations adapt and innovate.
A San Diego native who put down roots in the Washington Metropolitan Area, Xavier helped build a grassroots nonprofit in 2009 that mentored at-risk youth and adults. With 100+ volunteers, the organization delivered health and wellness programs, job training, tutoring, mentoring, and cultural activities —reaching more than 850 mentees across Prince George’s County.
In September 2025, following Darryl Barnes’ transition to a new statewide role, Xavier became President & CEO of the Bi-County Business Roundtable. A co-founder of BCBR and champion of its Four Pillars — Advocacy, Access to Capital, Contracting, and Business Training — he is focused on continuity, expanded reach, and delivering meaningful value to businesses across the region.
