He is a dynamic, results-oriented leader with a strong track record of guiding organizations through growth and transformation. At the U.S. Department of State, he served in executive advisory roles with high-level impact on enterprise strategy and modernization initiatives. His broader career includes work with small/medium businesses, nonprofits, Fortune 500 companies such as Dell, and global organizations like National Geographic. These experiences have given him a unique perspective on how organizations of all types adapt and innovate to build for sustainable growth.

A transplant from San Diego, California, Xavier Thomas has built strong roots in the Washington Metropolitan Area, where he continues to contribute to both business and community life.
In 2009, he helped to build and lead a grassroots, not-for-profit organization that mentored at-risk young men and adults. What began as a few like-minded friends wanting to strengthen their community evolved into a highly effective mentoring effort with over 100 volunteers. The organization delivered health and wellness programs, job training, tutoring, mentoring, and cultural activities, with more than 850 mentees ultimately benefiting from its work in the greater Prince George’s County community.
In September 2025, following Darryl Barnes’ transition to a new role with the State of Maryland, Xavier stepped into the role of President & CEO of the Bi-County Business Roundtable. Having helped to co-found the Roundtable and establish its Four Pillars — Advocacy, Access to Capital, Contracting, and Business Training — he is committed to maintaining continuity while also expanding the organization’s reach, strengthening resources, and delivering meaningful value to businesses across the region.
